The basic principles of this code are based on the Spanish Constitution, in particular in article 39,4 by which a specific protection for the rights of the child is settled down, according to the UN Convention of the Rights of the Child.

The present code has been elaborated with the intention to make values compatible: the freedom of expression with respect to the rights of the personality; interdiction of the violence; the discrimination and the intolerance, and the protection of the childhood and youth.

The code establishes a series of general principles to improve the effectiveness, within the included hour strip between the six and twenty-two hours, of the legal protection of the minors with respect to the television programmes that is emitted in this schedule.
