The Internet Quality Agency was founded in 2002 and acts as the Internet regulatory body for Catalonia. IQUA intends to be a meeting point for different agents on the Web, a point of common reference for the administration, operators, users, associations and technicians who work for the Internet improvement and quality, sometimes in isolation and with interests which do not always coincide, in a context in which everything is interconnected and unilateral initiatives are non-productive. Thus IQUA is not a new organisation for the sector but rather a platform interrelating the work which many other agents are already doing, facilitating contact between different forces working to advance the development of the information society.

The IQ trustmark is a logo that is inserted onto webpages and provides proof that these comply with IQUA quality standards.
